      Agreed, will move "composite" code from Measure Type to Measure Scoring
      This will require:

      • A UTG proposal that changes the 2 code systems in play and the result is that the value sets will change.
      • A Zulip thread indicating CQI plans to make this change to determine if there is downstream impact to implementers.
      • Discussion in the Vocabulary WG that the change means deprecating the code from one code system (type) and adding it to another code system (scoring). May consider a concept map.
      • Recommend to CMS that the Blueprint should be updated correspondingly.

      The composite code is included in the Measure Type code system and value set, based on the fact that the original source V3 value sets coded them that way.

      However, composite is actually a "scoring" concept, not a measure type concept.

      Add the "composite" code to the scoring value set and remove it from the "measure type" value set.
