Most of the examples in the spec describe the retrieval of clinical information to support prior auth, in which a Claim resource is the computable justification for the data request; yet the Claim resource isn't listed at all on the Data Consumer Server capability description. From the reader's perspective, it seems like Claim should be at leat a SHOULD on this page, and if the examples are appropriate, even a SHALL.
