      Define 3 levels of proposed repository capabilities:

      Shareable Repository: Minimum required capabilities to support shareable measures

      Publishable Repository: Adds indexing and more advanced searching capabilities

      Authoring Repository: Adds capabilities to support content authoring workflow

      • Add a request for comment, specifically for implementer feedback.
