      Documentation on the target use cases supporting different levels of integration needs to be more clear. Specifically:

       

      1) The use case of supporting "triggering only", where an implementing system cares about the ability to trigger the reporting workflow at the appropriate times.

      2) The use case of supporting "supplemental processing", where an implementing system needs to be able to process supplemental rules for determining suspected reportability as a way to reduce the overall load on a case reporting infrastructure.

    • Clarification

      Overall I found this ballot both refreshing and frustrating. Refreshing because I commend you for clearly working hard to get terminology done right, frustrating because figuring out what you are doing is close to impossible given the flexability FHIR gives you. Plus I wish you had come to vocab and presented your approach for some guidancee because while I like much of what you are doing, especially guided by the vocab cpg work of Bryn Rhodes, you have done some things differently. In particular while I like the use of profiles on valueSet, I'm unclear on the use of the library profiles and if this is done in the best way.Please review your approach with Vocab.
