      Provide an example. If a Patient or Encounter takes place in a specified postal code, reporting goes to the jurisdiction specified. - First, patients do not take place in a location. Also, if a patient lives in one postal code and the encounter takes place in a different postal code, should both postal codes be queried for jurisdictions? This seems like the most likely case, but there is no example of this provided.
