RegionStudied unnecessarily constrained to US Core LaboratoryResultObservation Profile

      It isn't possible to change the parent profile to FHIR base Observation resource because GenomicRegionStudied is referenced from GenomicsReport, and GenomicsReport is based on US Core DiagnosticReport Profile for Laboratory Results Reporting and the US Core profile constrains DiagnosticReport.result to US Core Laboratory Result Observation Profile.  So unless we change GenomicsReport to directly inherit from DiagnosticReport, we are essentially stuck with the way it is.

      Found while implementing changes to the mCODE data dictionary. value[x] is 0..1 and MS, but the short value is found as “Not used in this profile”.  It looks like the MS is coming from USCoreLaboratoryResultObservationProfile so presumably there’s no way to back that out unless we switched to inheriting from just Observation.

      Recommendation: Loosen derivation to FHIR base Observation resource since RegionStudied is dependent on GenomicsReport does not make sense as a standalone USCore constrained lab observation profile. It also is truer to the HL7 Genomics Reporting FHIR IG which is not bound to US Core.
