      1) how this actually relates to what the IG requires

      2) what a developer needs to do

      Nothing on this page makes clear how this actually relates to what the IG requires or what a developer needs to do. Nor does it make clear why there was a decision to use this approach. Why LOINC? What's the point of standardized codes? Why Questionnaires and not just Observations? Why Observations and Conditions and not just QuestoinnaireResponses?
