Since the approach to multiple domains is important to the structure and content of the IG, we will move the section under background and provide a transition between the two topics.

The information in the context pages didn't necessarily seem to make a whole lot of sense to read before reading the details of the technical specification. Consider renaming 'context' to 'supporting information' and listing it after the spec - as something someone who's read the spec can then look at to understand more deeply or to get a sense of future direction. (Other content might move into background if it truly does make sense to read before the technical spec.)
