      If you're describing flow, you need to have hyperlinks from this section into the technical artifacts that are used to enable the flow. This appears to be the only page in the IG where you're actually defining what happens - but there's nothing here that ties the general descriptive statements into the formal spec. I'd also expect this portion of the document to be under the formal spec and have some SHALL and SHOULD statements and talk about conformance expectations for particular systems.
