      add clarity on which actors create and consume various resources as part of the expanded workflow descriptions.  It should be clear to an implementer of any one of the actor roles what they are expected to create or consume and where in the workflow process (both internally and during exchanges with other actors).

      What resources live where? Who creates them? How do other systems monitor for change? Who can update and when do updates happen? There's too much left unspecified here. All the IG is right now is a grab bag of profiles that might theoretically get cobbled together into a solution, but there isn't enough meat to tell a developer what to actually build and how.
