Must Support and missing data-I would thin that over time the data elemetns will grow and the missing data due to data not available will be reduced for established data elements while there will be an initial high % of new data elements that are missing but will also be reduced over time such that the expectation would be for a growing body of data elements that can be expected to be "Must Support" so conformance/adherence to data entrance should be a groing capability in terms of enabling data capture as well as expecting that it is done.
