clarify use of "health concern"

      health concern is a category value for the condition resource as defined by us core which is a required element

      It represents "Additional health concerns from other stakeholders which are outside the provider’s problem list" 

      The only other possibilities are "problem" and "diagnosis" and neither of these are appropriate.

      The goal was to establish the appropriate SNOMED CT and ICD10 coding so that if he health concern is promoted  to a problem/diagnosis it is already appropriately coded.

      From this description, it looks like "health concern" is expressed from the patient/consumer perspective, correct? If so, there are many consumers/patients who would not characterize food, transportaion, or housing as "health concerns". Might need to evaluate if this is the best term to use or if further explanation would be needed in presenting to patients.
