Clarification
Its difficult for a reader to easily understand or reference the rules for which FHIR resources shall be included in a full notification or referenced in an id-only notification. Can you please add a couple sentences somewhere (preferably in a higher visibility location than this page) defining this? "For example, a notification for a topic based on Encounter SHALL include an Encounter and MAY include additional resources deemed relevant (e.g., the relevant Patient)." – how does a server know when it should include patient? (e.g. because the subscription is filtered by patient? because the subscriptiontopic says so?) ... upon scanning the MedMorph IG, also up for ballot this cycle, which simply mandates through normative language the resources included in a full notification for multiple canonical SubscriptionTopics, I'm increasingly convinced that the absence of a computable algorithm or set of rules for which resources belong in a notification is a gap that this spec and R5 Subscriptions needs to close. Without such rules, individual IG authors will simply mandate and we'll be back to implementation-specific setups a la messaging.
