      Will clarify that:

      • The old payer Coverage returned back SHOULD NOT change any information other than adding another identifier
      • The old payer Coverage returned SHALL add exactly one additional MemberPatient.identifier that reflects the old payer's identification of the member.

      Will add an open issue indicating that in the future we may change the operation to return only the patient identifier without the Coverage or Patient resources being involved.

      Since the entire purpose of the Member-Match operation appears to be modifying the input MemberPatient by "ADDITION of an identifier of type "UMB" representing the unique identifier identifying the member of the old health plan.", this new "UMB" identifier should be an explicit output parameter, rather than being spliced into an otherwise unaltered Patient resource.
