      The comment says "having both Organization and PractitionerRole is redundant" but we believe the intention was to say "having both Organization and Person is redundant".

       

      Therefore accept the comment, and replace the attributes organization and person with one attribute called party with a choice of Practitioner, PractitionerRole and Organization

      The usual pattern is a choice between Practitioner, PractitionerRole and Organization.  If you want both Practitioner an Organization, you use PractitionerRole.  Having both Organization and PractitionerRole is redundant.
