80% rule seems out of whack here

      There's a whole lot of very essoteric elements on these resources that seem to be tuned to a specific use-case, but similar levels of esotericness in the manufactured space or labeling sppace seem to end up as extensions. The elements that are 'core' should be the elements we expect to be consistently used across the use-cases. Elements that are narrowly specific to a single use-case (and particularly ones that will only be relevant to edge cases within that use-case) should move to extensions
