OrderedDistribution and Statistic shouldn't be data types

      Will reincorporate elements of the Statistic type into the Evidence resource, and then remove Statistic and OrderedDistribution data types.

      Since OrderedDistribution was initially defined, other mechanisms for organizing collections of statistics using List and EvidenceReport resources are being considered, so we will remove the OrderedDistribution data type outright, as well as the distribution element of the Evidence resource.

      This change should be applied to both R4B and R5.
