Provide further guidance on the usage of DiagnosticReport.issued for situations where the resource is not persisted  for general lab results/observations, ie, there is not a single, same issued date.  see FHIR-30328 for more background where the commenter is using the latest issued date from the reference Observations to represent a clinically relevant issued date in the Report which is only used as a  non persisted "wrapper".

Perhaps this is the guidance that should be provided.
