For the ResearchStudy Extension: relatesTo, there are 3 change requests:

1) For relatesTo.relationshipType, use http://build.fhir.org/valueset-artifact-relationship-type.html as an Extensible binding instead of creating a new value set for this binding.

2) For relatesTo.targetClassifier, may use http://build.fhir.org/valueset-citation-artifact-classifier.html as an Example binding.

3) Remove the description element (as described it is not about relatesTo use)
