The semantics of the proposed Ingredient resource in the Medication Definition Module are inconsistent with RXNORM.  In the Medication Definition Module, an example of an ingredient is Wondersubstance 25 mg per tablet.  However, in RXNORM, the corresponding ingredient concept would be just Wondersubstance.  In RXNORM, the ingredient excludes strength and dose form, but in the Medication Definition Module, these attributes are included in the concept of an ingredient.  See https://www.nlm.nih.gov/research/umls/rxnorm/docs/appendix5.html, where Fluoxetine is provided as an example of an ingredient.

Please change the Medication Definition Module to be consistent with the RXNORM semantics of ingredient.
