This value set does not meet the FMG's criteria for the type of value set that is appropriate for a 'extensible' binding. It is not internally coherent, with all concepts either being clearly disjoint or part of an inheritance hierarchy that clearly shows subsumption relationships between the codes. Several of the concept defiitions are tautological, making them largely useless. The set is not obviously intuitively or easily mapped by implementers. Finally, the codes don't even seem to align with the definition of the element: "Identifier for a family of the event. For example, a menu item, program, rule, policy, function code, application name or URL" - and if the intention is that this element is supposed to identify a menu item, program, policy, etc - how could it ever be extensible? This must be replaced with an example bindings to a small set of codes that show the intended range of the concept - and with codes that actually correspond to the definition of the element.
