Simplify agent.role example codes

      This value set includes a bunch of codes that seem like a significant stretch for the use-case. Consider a narrower list pointing to a sampling of likely relevant codes rather than a really big list containing a bunch of roles that would almost certainly not be used in an actual AuditEvent - e.g. National, Citizen
