If your solution to some of these tracker items is to drop from 'extensible' to 'preferred' or 'example', there will still be clean-up needed. A value set can't be 'preferred' if it still has poorly defined and redundant or overlapping codes. Example value sets drawn from multiple code systems should generally be sparse and designed to give a sense of breadth of scope, not provide a huge list of messy codes.
