securityLabel codes are not appropriate for any kind of binding

      There are a ton of codes here that have nothing to do with the sensitivity of the data at all (based on their definitions). Of the codes that are relevant, there are too many overlaps and simply an overwhelming number of codes (which are not frozen) that there's no practical way for implementers to reasonably map to these concepts, let alone map to them continuously as they continue to be updated. Strip out all the codes that aren't clearly related to defining sensitivity and make the value set 'preferred'.
