Need to distinguish 'inactive' from 'entered-in-error'?

      Other resources (e.g. Medication) are using a 3-code state to differentiate 'non-active' from 'entered-in-error'. Are we confident that differentiation is not needed here? Also, need to better differentiate what 'inactive' means from 'period has ended'.
