      This smells like an extension. Also, there are too many U.S. examples here. If this isn't relevant outside the U.S. it doesn't belong in core. If it's relevant outside the U.S. please provide a non-U.S. example. Also provide a very good reason why this can't just be sent as yet another identifier and be extracted on the basis of its well-known system URL
