      Existing Wording
      The questions may be included directly or by reference to a Questionnaire resource that defines the questions as well as the constraints on the allowed answers.

      Comments
      The only reference that is available in the Questionnaire resource is options. There would be significant value in having the questions as a separate resource so that the same questions could be referenced in multiple questionnaires. This would also allow for questions to be versioned so changes in answer type or choices could be handled appropriately.
