      Clarification notes added to the Comment section for the practitioner Type field:

      "The Participant Type indicates how an individual parcitipates in an encounter. It includes non practitioner participants, and for practitioners this is to describe the action type in the context of this encounter (e.g. Admitting Dr, Attending Dr, Translator, Consulting Dr). This is different to the Practitioner Roles which are functional roles, derived from terms of employment, education, licensing, etc"

      It is unclear how an implementor would communicate a role that is defined with the context of an encounter. E.g. suppose that Dr Smith is an attending doctor for one encounter and a consulting doctor for another encounter.

      There is currently Encounter.Participant.Type but this uses a different recommended codeset than Practitioner.role
