Is this something that is really part of the 80%?
It seems unlikely that a system is going to track multiple different organizations that have or are taking responsibility for an Episode.

Also, the description describes a query request that should actually include multiple query parameters in the URL.

well, you'd have this even if it was fixed for all instances, since you might end up sharing the information across orgs, even if the episode wasn't shared itself
