Proposed Wording
Free text dosage instructions can be used for cases where the instructions are too complex to code. When coded instructions are present, the free text instructions may still be present for display to humans taking or administering the medication.
Comments
As part of "Dosage Instructions" there should be some statement of which element relates to what is commonly called "Sig" in most prescriptions. There have been difficulties and inconsistencies in how Sig is represented in CCDA, and FHIR should strive to be unambiguous so that usage is correct from the outset. The definition currently says text is used for "Free text dosage instructions for cases where the instructions are too complex to code." But this description is inadequate, since even if instructions can be coded, human-readable text is still needed for the patient or person administering the med.
