      The elements in Consent need to reflect what most systems through-out the world currently capture around consent directives and this resource contains numerous elements that are certainly not used by 80% of systems in the world that provide consent for information sharing. If you want to create a more complex profile reflecting some particular US initiative which has more sophisticated requirements, that's fine. However, the base structure must be defined to reflect the 80%.
