Quite a few systems treat drug tables, lab test tables, location tables, etc. as "code tables" because they have codes associated with them and they're referenced via codes. We should add a section that explains how in FHIR, the "code system" aspect and the details about the medication, lab tests, locations, etc. are handled via separate resources.
