Contract.action and Contract.actionReason are defined only as "Action stipulated by this Contract" and "Reason for action stipulated by this Contract". This is not sufficient definition to understand what would be placed into this element, nor how the element should be used. Further the vocabulary provided does not provide further clarity.

There is further confusion as one interpretation of the action and actionReason overlaps with the Contract.term or Contract.valuedItem. Either there is overlap, which needs to be made more clear. Or these are duplicates and therefore should be minimized.

This fact seems to beg that this is not yet sufficiently defined to be clearly within the FHIR Principles.
