change type for rate change trom quatnity to rate. I beliese this was an error and rate should have been quantity type and rate adjustment ratio. Since for rateadjuistment want to define an arbitrary volume over an arbitrary time period. e.g. 10 increase every 4 hrs or 50 ml decrease every 30 minutes. see #6100 and eneral contnuous example
