      I'm assuming that it can be used to request any sort of observation-like thing. E.g. "please do a risk assessment", "please do a full family history", etc. (As well as proposals and plans to do those sorts of things). However, it's not clear whether the scope does in fact cover that. And if not, what else would be used instead.
