      When filling in a Questionnaire, answers are either individual codes or strings. Questionnaires don't generally supportcapturing multiple translations. And the combination of code + string is handled using multiple answers or nested questions.

      QuestionnaireAnswers.group.question.answer.value[x] Suggest replacing valueCoding and valueString with codeableConcept so that alignment of the answer test with a code is accomplished with more direct clarity. This change does not strike me as an implementation barrier when one consders the scope of overall change and making codeableConcepts has more forward usablility.
