      Questionnaires have no value independent of their questions. And most systems that use Questionnaires do not have the notion of shareable questions. FHIR has DataElement which supports the broader notion of "data that can be collected". Having both a re-usable Question and DataElement would be confusing. It is not clear why the current approach of linking questions to DataElements when re-use is required is insufficient for HeD's needs. If subsequent analysis identifies issues with the DataElement approach, this issue can be re-opened.

      Should Question not be a standalone resource? Questions could be reused in other questionnaires or QuestionnaireAnswers could point to the question using a resource reference and then enumerate the answers selected for that question. You could also have questions defined with the allowed set of answers for that question.
