The IHE spec reads: "In order to claim conformance to this option, the Form Filler SHALL implement SDC Pre-Pop content module (Refer to Section Q.1)."

I.e. If you say you will support pre-population, then you SHALL support it as the spec specifies. However, the IHE spec does not require all form fillers to support pre-population.
