AllergyIntolerance is a propensity for reaction to a substance. So "substance" is an aspect of categorization that applies. The codes make clear what categorization is occurring. FHIR naming principles are to keep names as short as possible while avoiding confusion. Given that the codes are fixed, there seems little likelihood of any confusion, thus no need to go with a longer name.
