The content is present, but isn't terribly intuitive/discoverable. Add a "read me first" that provides an overview of the IG and how to read it. Also provide a table of contents view that allows implementers to confirm they've read all pertinent content. For future use, we'll look at a printable version of IGs. Finally, move the workflow diagram out of "Introduction" and add a new section for workflow. ("Introduction" doesn't sound interesting enough for implementers to read it ;>)
