This implementation guide is about the use of questionnaires for raw data capture. QI Core involves the representation of information in other resources (AllergyIntolerance, Observation, etc.) for use in clinical quality measures and decision support. There is no overlap in scope. It's possible that questionnaires might capture information that subsequently gets propagated to QI Core-conformant instances, but that is outside the scope of the SDC implementation guide which deals solely with data as it exists inside questionnaires.
