Will add the Form Archiver role (with the ability to consume both QuestionnaireAnswers as well as Binaries and FHIR Bundles and will note a requirement to persist and have the ability to retrieve.) Will also add documentation that indicates that some systems (such as EHRs) that act as Form Fillers may also need to act as Form Archivers where business cases require that the form filler retain a record of the submitted form and source data. Will defer the question of computer-readable rules for form processing to the second release. (Work will be aligned with decisions in IHE in same problem space.) Systems can make use of extensions in the meantime.
