      The Identifier data type is clearly defined as providing identifiers for instances. Procedure.type (soon to be Procedure.code) captures the code defining what procedure was performed.

      Existing Wording: Procedure.identifier - This records identifiers associated with this procedure that are defined by

      business processed and/ or used to refer to it when a direct URL reference to

      the resource itself is not appropriate (e.g. in CDA documents, or in written /

      printed documentation).

      Comment:

      Procedure identifier. Not clear whether this is an unique instance identifier per patient, or some other local identifier or the universal code fro the procedure. Some where I believe you need a code a name and a code syst4em for the procedure. Needs a more elaboration and/or an example
