      Existing Wording: A few observations (e.g. Apgar store) may have both a value

      and related observations (for Apgar, the observations from which the

      measure is derived).

      Comment:

      Are you talking about the score associated with each Apgar question, (which could be carried in the ordinal but that should be called a score to follow HL7 v3 and many conventions

      What you mean by related question is very unclear. Apgar is usually reported as panel of 4 items with one representing the total score.

      Before the first ballot we had a long discussion about having two values in one value field, Don't think that is what you are talking about here but it is not clear
