      Existing Wording: The difference between a code system and a value set is an important distinction that is often

      missed by implementers, since the difference is often overlooked in system design. For instance,

      it's not unusual to see a system table that is a mixed list of codes, containing some LOINC codes

      and also some additional in-house codes. Quite often, there is no explicit differentiation between

      them; only the fact that a code happens to look like a LOINC code betrays its origin.

      Comment:

      Don't understand, Even V2 required codes to have code-name -code system. So don't think you are proposing anything new however you have better enforcement mechanisms
