      Existing Wording: Reference A URL that defines the value set. Usually, this is a direct reference to a ValueSet

      (valueset.html) resource, but can be a more indirect reference, where the value set

      is inferred

      Comment:

      The variable that is being reported in an observation (as in LOINC) often carries a list of possible values. and would often obviate the need for an value set identifier. The free standing answer lists are extremely rare in nature ( like free electronics). Most important however it to keep track of what value set- answer list was used when completing a form. There is more than one way to do that, by value, by reference. Via a 2nd observation in the case of observation answer lists. These should be discussed and considered.

      Use of a URL for a permanent record is a bit scary considering how often URL links are lost
