      Comment:

      This profile has no introduction providing scope. The short names violate rules requiring adding context beyond the resource + element name. There are no examples. The bindings are all generic contract bindings, not consent-specific. There is no way this profile can be implemented as is and making it implementable would be so substantive as to be unfair to suggest it has received DSTU review. This profile needs to be dropped to Draft. Hopefully it can be ready to go DSTU by release 2.1
