Comment:
"may not" sounds like it means "might or might not" i.e., is ambiguous, but then the next paragraph says that "resources acquire a new identity" on a new server. The confusion in this section arises from referring initially to the relative identity within a server and resource (e.g., patient id="123"), which I'll call the "local" identity. Then the second paragraph still says "identity" but means the "full identity" i.e., the URL. So moving to a different server will definitely change the full identity, but might not change the "local" identity. If my understanding is correct, the proposed wording tries to explain the distinction between local identity and full identity. In any case, I suggest the wording of this section be clearer.
