When an element is labeled as Is-Modifier, the documentation must be clear about why it is a modifier.

I expected the example in 1.11.2 to say somewhere "Is-Modifier-true" but don't see that labeling anywhere in the example. The description and example don't clarify how "didNotOccurFlag" is an instance of "Is-Modifier=true"
