      Existing Wording: servers will need to make arrangements to make some resources with no direct link to a patient available to the client (medications, substances, etc.).

      Proposed Wording: servers will need to make arrangements to make some resources with no direct link to a patient available to the client (medications, substances, etc.). For example, a Medication resource describes the medication itself and does not link to a patient; however, a resource such as MedicationAdministration connects the Medication (what was administered) to the patient (for whom was it administered?).

      Comment:

      Using "Medications" as an example of a resource not directly linked to a patient at first seems nonintuitive, because the term "Patient Medication List" is so common. Then I realized that the statement literally implies an understanding that a "Medication" resource defines the med itself, independent of patients, but the medication can be indirectly linked to the patient through another resource such as MedicationAdministration or MedicationPrescription. But since "Medication List" is such a common concept, I suggested the additional words to clarify.
